Background
Our client was facing project delivery issues within their Data Engineering function.
Challenge
This was primarily because they could not retain highly skilled interim/contract resources due to IR35 legislation changes – specifically, QA resources with specific GCP and Qlik expertise. They required a cost-effective solution that would enable the attraction and retention of an onshore project team.
Solution
As a result, Dukebridge proposed a solution which outsourced testing/QA activity on data projects on a fixed cost per deliverable-basis. Deliverables were tracked and governed between Dukebridge’s central PMO function and the client’s delivery teams, with appropriate change control governance put in place between all parties. By operating this way, Dukebridge’s specialist interim resources operated compliantly outside off-payroll legislation (IR35) whilst ensuring added accountability of project deliverables.

Outcome
Our client could attract and retain a team of specialist data testing experts allocated to specific projects and programmes. By transferring accountability to Dukebridge, the client found even greater efficiency on test/project deliverables. As a result, all test deliverables were met within the time and quality criteria.
